On Nov.2^nd, 2017, the bio-pharmaceutical industry development promotion meeting in Shaanxi province has been held in Shaanxi hotel. Jiang Feng, member of Standing Committee of Provincial Committee, minister of United Front Work Department of Provincial Committee and vice-governor, Jiang Yue, director of the Industry and Information Technology Department of Shaanxi Province and other leaders attended the meeting and delivered a speech. Chen Tao, chairman of Xi’an Libang Healthcare Group Co., Ltd. was invited to attend and spoke on behalf of the enterprise.

The principals from Industry and Information Technology Department of Shaanxi Province, Shaanxi Development and Reform Commission, Shaanxi Finance Department, Shaanxi Health and Family Planning Commission, SFDA, deputy mayor in each city in charge and the heads of Industry and Information Technology Commission, Xi’an Hi-tech zone, Xi’an economic and technological Development zone, the administrative commission of Xianyang Hi-tech zone, pharmaceutical industrial park, pharmaceutical association, colleges and research institutes, key pharmaceutical enterprises and nearly 300 representatives of bio-pharmaceutical enterprises participated in the meeting. Before the meeting, delegates visited the global supply chain base of Xian-Janssens, Xi’an Libang pharmaceutical research and development center and Xi’an Pule bio-tech Co., Ltd.  

Later in the meeting, Jiang Yue, director of the Industry and Information Technology Department of Shaanxi Province talked about the situation of Shaanxi bio-pharmaceutical industry promotion and made arrangements to the key work. Besides, he put forward that Shaanxi government would fully support the enterprises from the aspects of promoting industry development, building the pharmaceutical park, strengthening the support and encouraging the technology innovation to develop good and new pharmaceuticals. In addition, the government will give no less than RMB 20,000,000 special funds as the award to the pharmaceutical enterprises with dominant products. He hoped that until 2020, there were 1-5 enterprises with the annual output value over ten billion yuan, 5 enterprises with the annual output value over 5 billion yuan, more than 30 enterprises with the annual output value over 100 million yuan.

Chen Tao, chairman of Xi’an Libang Healthcare Group Co., Ltd. expressed his feelings after Mr. Jiang’s speech. He said that the overall entrepreneurial environment became increasingly good and the pharmaceutical industry stepped into a golden age, which intensified the confidence of the pharmaceutical enterprises. Entrepreneurs were once again standing in the best position of development and undergoing the best development period.

Soon afterwards, Mr. Chen introduced industrial layout of Xi’an Libang Healthcare Group Co., Ltd. Libang has already formed four prominent industries, including pharmaceuticals R&D, production and distribution dominated by biopharmaceuticals and innovative pharmaceuticals, medical industry dominated by high-tech medical equipment R&D and telemedicine, medical service industry dominated by “Yipong net” and medical insurance broker, health industry dominated by cosmeceuticals and functional healthcare products.

Meanwhile, Mr. Chen expressed heartful gratitude for the support given by government departments at all levels. As a Hi-tech enterprise, Libang would focus on the new development requirements of pharmaceutical industry, move ahead against the   current under the situation of coexistence of challenge and opportunities and pay more attention to the promotion of quality credit brand service, the products technology management, attach equal importance to the self-development and benefiting the local, impel the formation of the pattern of “high-quality import and export” to deepen the new round of opening-up policy. Being confronted with the new situation, Libang would shoulder the responsibility initiatively of intensifying the political consciousness, technological consciousness, investment consciousness and strengthening innovative dynamics to upgrade the quality and efficiency of the economy. 

     In the end, Jiang Feng emphasized that the government should pay special attention to the system construction of the pioneering research and development park, cultivate a number of leading enterprises, introduce a number of major projects, and blaze a new path of innovative and connotative development. Beyond that, he said the governments would focus on the quality and safety control system, nurture brands, protect traditional brands and strive to cultivate a series of brands such as “Xi’an Janssen”, “Xi’an Libang”, “Shaanxi Buchang”. 

       He also said that it was governments at all levels that should give full play to the coordinating and guiding role of supporting the development of biopharmaceutical industry. They would explore ways to establish the connected tracking service mechanism between governments and enterprises and actively coordinate with related departments to solve the problems in the process of industrial development. Besides, he said that the government should engage in the “The Belt and Road” construction and create the condition for enterprises to attract more strategic partners.
